need help on how to use FISKARS 6 1 / 2 "sovereign?

I do not know if the white paper on the back is to be removed or not. And how measuring equipment do with it? The president has set to go, but I do not know how to make my material by the marks on the ruler. If anyone has used one and know how use it please let me know. I'm having a hard time cutting squares, plazas and a half ect to make a quilt top. He hardly knew how to use the rule it would be helpful. Thank You for your help.
