What does a blue ribbon on a vehicle represent?

I have notice a blue van turning around in my neighborhood. I was wondering if anyone knew what this ribbon means? I have also seen red gold color ribbons and white color ribbons on vehicles as well. Mostly vans and jeeps, and small cars

I think the blue ribbon signifies it came in first place.
