If I can download an application on my computer to my phone, can I transfer my phone?

I have an ENV. I have a USB cable to my computer, and I have a program called BitPim where I can transfer my songs to my phone. "I can transfer the application to my phone with this program? If Please do not tell me a program I can use or download to do this. Thanks
